Federal Occupation Description

This standard is used to grade nonsupervisory work concerned with the servicing of military and civilian aircraft both foreign and domestic. The work involves meeting and guiding incoming aircraft to appropriate parking areas, directing aircraft into parking position through hand signals, securing aircraft (e.g., chock wheels, attach ground wires, and install lock pins and engine covers), refueling aircraft, obtaining and operating aircraft ground support equipment (e. g., gas turbine compressors and auxiliary power units), and servicing (i.e., checking and replenishing) aircraft with oil, hydraulic fluid compressed air, nitrogen, liquid oxygen, demineralized water, and other consumable materials. Most work requires the incidental use of a variety of trade practices associated with occupations such as motor vehicle operating, tractor operating, and fuel distribution system operating.

The Electronics Technicians Association, International (ETA-I), Associate Electronics Technician (CETa) certification is an entry-level credential for electronics technicians who have less than two years of experience or who have trade school training in the field of electronics. Applicants for the CETa must meet the experience or training requirement and pass the exam.

Aircraft Dispatcher is an entry level certification and is required for all Aircraft Dispatchers to demonstrate and pass a written and oral exam to receive their license. This certificate also introduces the applicant to an array of crucial components within the FAA and airport operations. Most applicants will attend an Aircraft Dispatchers five (5) week course and take multiple field trips to local area airline operational control centers. Upon completing the course, the student will be an expert in reading and interpreting Meteorological Terminal Aviation Routine Weather Report (METAR), Terminal Area Forecast (TAF) forecasts, and many important aviation weather maps, which are used in daily airline Flight Dispatch offices. Both Domestic and Global Navigation Systems are covered thoroughly, as well as the North Atlantic Track System (NATS). NOTAMs and Pilot Reports are also covered during the course.

Flight Engineer- This license is a senior level certification, Flight engineers, sometimes called second officers, play almost as important a part in flying large aircraft as do pilots and copilots. Although they rarely take the controls to fly planes, flight engineers have many other responsibilities both on the ground and onboard aircraft. Flight engineer inspects the outside of the plane to make sure there are no fluid leaks and that tires are inflated properly. Inside the aircraft, the flight engineer helps the pilot and copilot check the operation of more than a hundred instruments, including fuel gauges, oil pressure indicators, and switches to control wing flaps and landing gear. The flight engineer must also review the flight course and weather patterns to determine how much fuel should be loaded on the plane. Once the plane is airborne, the engineer advises the pilot, or captain, of any problems. The engineer monitors the instruments and may make minor repairs, such as replacing fuses. The flight engineer also records fuel consumption during the flight and makes note of the performance of the engines. Specific licensing requirements can be found on the FAA website.

The United States Department of Transportation, Federal Motor Carrier Safety Administration (FMCSA), Commercial Driver's License (CDL) is for individuals who drive certain Commercial Motor Vehicles (CMVs). There are three classes of CDLs with endorsements for specialized qualifications for vehicles like school buses, tank trucks, and tractor trailers. The U.S. Department of Transportation requires drivers to obtain and hold a CDL if they operate in interstate, intrastate, or foreign commerce and drive a vehicle that meets one or more of the classifications of a CMV described on the FMSCA website. FMSCA has developed and issued standards for state testing and licensing of CDL holders. These standards require state governments to issue CDLs to certain CMV drivers only after the driver passes knowledge and skills testing that is administered by the state and related to the type of vehicle the driver expects to operate.

The Electronics Technicians Association, International (ETA-I), Industrial Electronics Technician (IND) certification is an intermediate journeyman-level credential for electronics technicians. Candidates applying for the IND certification are expected to understand basic industrial electronics concepts applicable to various specialty areas of industrial electronics; Additionally, candidates must meet minimum experience requirements of at least two years working in the industry, this may include electronics training. IND candidates must be knowledgeable and have skills in the following areas: Amplifiers, Optical Wiring, Block Diagrams Schematics, Power Supplies, Test Equipment Tools, Mathematics, Computers Digital Concepts, Safety, Satellite Wireless Data, Communications, Cabling, Troubleshooting, Motors, Programmable Logic Controllers, and Software. Candidate must pass a written exam.

The Electronics Technicians Association, International (ETA-I), Avionics Electronics Technicians (AVN) certification is designed to assess the knowledge and skills of individuals who install, maintain and adjust electronics equipment, cabling and the accessories used in aviation communications and control equipment. It is highly recommended that the Avionics technician have an FCC General Radio Telephone Operator license. Candidates must hold the Associate Certified Electronics Technician (CETa) certification prior to taking the Avionics Electronics Technician exam. Several of the topics covered in this examination include: Avionics Systems, Cabling, Computers and Digital Concepts, Amplifiers, Interfacing, Antennas and Transmission Lines Components, Mathematics, Network Topologies and Infrastructures, People Relations, Optical Cabling, Safety, Test Equipment and Tools and Satellite Communications.

National Center for Aerospace & Transportation Technologies (NCATT), Aircraft Electronics Technician (AET) is NCATT's primary certification and is required for NCATT endorsements in the career field. AET certification recognizes the knowledge base of the advanced aerospace technician and promotes integrity, safety, and professionalism in the aerospace workforce. AET knowledge and skills include basic electronics facts, terminology, and principles, common maintenance practices, fundamentals of equipment maintenance, and aircraft fundamentals. There are no AET eligibility requirements. The AET written exam is open to all individuals regardless of career field, training, education or experience.

National Center for Aerospace & Transportation Technologies (NCATT), Aircraft Electronics Technician-Radio Communication Systems (AET-RCS) endorsement recognizes the knowledge base of the advanced aerospace technician and promotes integrity, safety, and professionalism in the aerospace workforce. AET-RCS knowledge and skills include safety, radio transmitters/receivers, communication systems, and satellite communications. Candidates must hold the NCATT Aircraft Electronics Technician (AET) certification prior to taking the AET-RCS written exam.

The CertTEC Aviation Mechanical Assembly certification is an entry-level credential designed for aviation assembly mechanics. Assessments of the technician's skills and knowledge focuses on the introduction to aviation, blueprint reading, precision instruments, power island and hand tools, fasteners and fastener installation inspection, drilling and riveting, sealing application and sealing safety and electrical bonding and grounding.
