The Federal Motor Carrier Safety Administration (FMCSA), Combination of Tank Vehicle and Hazardous Materials is a Commercial Driver's License (CDL) endorsement for individuals who operate a tank vehicle transporting hazardous materials. A CDL is held by individuals who operate certain Commercial Motor Vehicles (CMVs) in interstate, intrastate, or foreign commerce. States issue CDLs after drivers pass knowledge and skills testing. Drivers who operate special types of CMVs must pass additional testing to obtain an endorsement, which is placed on the CDL. The U.S. Department of Transportation (USDOT) requires drivers who operate or expect to operate tank vehicles transporting hazardous materials to pass a knowledge test to obtain the Combination of Tank Vehicle and Hazardous Materials endorsement. States issue the CDL Combination of Tank Vehicle and Hazardous Materials endorsement to drivers who successfully complete the knowledge test.
