The National Institute for Certification in Engineering Technologies (NICET), Highway Construction Inspection Level III certification is for intermediate-level technicians who, under little or no daily supervision, work with standards, plans, specifications, and instructions. Highway Construction Inspectors are engineering technicians who inspect and monitor highway construction projects. Technicians at this level perform routine tasks under general daily supervision. Candidates must have knowledge in inspecting contract plans and specifications; project record keeping and reporting; construction surveying; field inspection and testing procedures, techniques, and equipment; and supervisory techniques. Certification at Levels II, III, and IV does not require prior certification at the lower level, but it does require meeting the certification requirements of the lower levels. Candidates must have five years of experience relevant to highway construction inspection. Candidates must obtain a Supervisor's verification of all work elements and take and pass a written examination.
